Dear friends from the media, good morning. Welcome to the Ministry of Commerce and take part in the regular press conference. Today, I have four pieces of information to release.

I. Consumption Market Operation Situation in the first half of 2017

In the first half of 2017, the total retail sales of consumer goods reached 17.2 trillion yuan, with an increase of 10.4% year on year, 0.4 percentage points higher than that of the first quarter and 0.1 percentage points higher than in the same period last year. That in June was up 11% year on year, the highest in the 18 months. The sales of major retail businesses monitored by the MOFCOM increased by 4.4% year on year, 0.8 percentage points higher than in the same period last year. In the first half year, the final consumption expenditures contributed 63.4% to the economic growth. Consumption continued to play its basic role to economic growth.

In the first half year, China’s consumption market mainly presented the following highlights:

1. The entity retail sales picked up. Sales of special stores and department stores monitored by MOFCOM increased by 5.6% and 1.3% year on year respectively, 3.6 and 0.7 percentage points higher than in the same period last year; the franchised stores and convenient stores realized a rapid growth with the sales up 8.6% and 7.2% year on year respectively.

2. The online retail sales maintained a rapid growth. The online sales of national entity reached 2.4 trillion yuan, up 28.6% year on year, 2.8 percentage points higher than that of the first quarter; the proportion of total retailing of social consuming goods increased to 13.8%, 2.2 percentage points higher than in the same period last year.

3. The service consumption enjoyed a rapid growth. The national catering revenue reached 1.85 trillion yuan, up 11.2% year on year, 0.4 percentage points higher than that of the first quarter; the film tickets revenue was up 10.5% year on year; the tourism market sustained a good momentum, for example, the tourists of Mount Huang and Mount Tai was up 16.5% and 14.1% year on year, and the tourist revenue of Lhasa increased by 24.7%.

4. The green and shared consumption became the hotspot in the market. The year-on-year growth of sales of the air conditioners with primary energy consumption, the refrigerators with primary energy consumption and the smart TVs of major retail enterprises increased by 29.9%, 15.4% and 20.7% respectively, higher than that of the whole growth of air conditioner, refrigerator and TV. Shared economy developed rapidly, and the bicycle-shared has become a choice in the daily life of the people.

5. The consumption price continues to go up mildly. In the first half year, the consumer price was up 1.4% year on year, 0.7 percentage points slower than that in the same period last year. The price of edible agricultural products in 36 large and medium cities decreased by 5.1%, among which the price in June decreased 4% year on year, 1.5 percentage points slower than in May.

II. China’s online retail situation in the first half of 2017

According to the statistics of the National Bureau of Statistics, the amount of China’s online retail in the first half of 2017 reached 3.1 trillion yuan, up 33.4% year on year, 5.2 percentage points higher than in the same period last year. Online retail market continued the stable and growing trend, and mainly presented the following features:

1. The online retail market boasted strong growth power and its role in driving consumption was further strengthened. In the first half of 2017, affected by favorable factors like the netizen bonus, consumption upgrading, integration of online and offline and innovation of business modes, China’s online retail market kept a growth over 30%, rising month by month. The proportion of online retail sales of entity commodities in the total retail sales of consumer goods reached 13.8%, 18.2 percentage points higher than the growth of the total retail sales of consumer goods in the same period, and contributing 34.5% to the growth of total retail sales of consumer goods. That is to say, over 1/3 of the growth of total retail sales of consumer goods were contributed by online retail.

2. Market subjects speeded up innovation and new business types and new modes sprung up. Second-hand e-commerce platform emerged, and social contact e-commerce, quality e-commerce, directly selling e-commerce, as well as e-commerce platforms with live and recorded video flourished. Mobile market enjoyed obvious advantages and became the major field of innovation. Mobile payment developed rapidly to offline merchants and even overseas merchants. Shared services like bicycle-sharing, automobile-sharing and power bank-sharing witnessed a strong momentum.

3. Consumption potential was continuously released and consumption pattern was comprehensively upgraded. Mid-to-high end consumption grew steadily. Intelligent technology entered into the lives of people, and green consumption concepts like environmental protection, energy saving, organic consumption and healthy green concepts were popularized. Online shopping users were less sensitive to the price, but paid more attention to the quality. During the sales promotion of part of e-commerce, the transaction of digital & phones and household appliances consumption continued to rise. Sales of high-end household appliances like dish-washing machine and water purifier were five times that in the same period last year. Smart home and virtual reality facilities were welcomed. Service consumption grew rapidly. The statistics of research organizations showed that, in the first half of 2017, the scale of online take-out catering, online tourism and online travel increased by 76%, 34% and 45% year on year respectively.

4. Online retail bolstered the transformation and upgrading of traditional industries, and highlighted the value of digital economy. Domestic brands showed strong competitive advantages in domestic online retail market. In the first half of 2017, sales of domestic brands accounted for 74.5%of the total. In home furnishing, home textile and household appliances, sales of domestic brands took up about 85%. Through building ecological service system and providing business infrastructure, e-commerce platforms bolstered the “going out” of domestic brands. Online retail promoted the upgrading of agricultural products, and enhanced the level of marketing, quality controlling and logistics of fresh agricultural products. Online retail also helped the transformation of part of time-honor brands, introducing newer and more individualized products.

III. Operation situation of rural e-commerce in the first half of 2017

At present, rural e-commerce has been thriving. The pattern that all kinds of rural economic subjects developed harmoniously with large-scale e-commerce enterprises was highlighted, playing an active role in promoting rural economic development, increasing rural income and optimizing people’s lives in rural areas, especially the poverty-stricken areas. In the first half of 2017, the national rural online retail sales reached 537.62 billion yuan, among which the online retail sales of entity commodities was 328.64 billion yuan and the online retail sales of service was 208.98 billion yuan. In the first half of 2017, the national rural e-commerce presented the following features:

Firstly, the network retail scale of rural areas continued to maintain an accelerated growth momentum. In the first half of 2017, the network retail sales of rural areas increased by 38.1% year on year, 4.9 percentage points higher than that of the urban, accounting for 17.9% of the total network retail amount of the whole country. From the perspective of the four seasons, the second quarter increased by 39.2% year on year, 2.4 percentage points higher than that of the first quarter.

Secondly, the network retail structure of the rural area was constantly optimized. In the first half of this year, the service-oriented network retail sales of the rural areas increased by 44.4% year on year, 10.1 percentage points higher than the growth of the entity-oriented network retail sales (34.3%).

Thirdly, the rural e-commerce in the Central West and Northeastern region increased rapidly. In the first half of this year, the network retail sales of the rural areas of the eastern, central, western and northeastern region reached 341.9 billion yuan, 108 billion yuan, 76 billion yuan and 11.8 billion yuan respectively, with an increase of 30.6%, 46.4%, 63.1% and 60.8% year on year respectively. The network retail sales of the rural areas in the central west and northeastern region accounted for 36.4% of the total network retail sales of the whole country, 3.6 percentage points higher than that of the same period last year. The Health food of central west and northeastern rural areas, the clothing and shoes and bags of eastern rural areas became the largest contributors to the year-on-year growth of their network retail sales.

Fourthly, the demonstration effect of e-commerce was obvious. MOFCOM is working with the relevant departments to continue to accelerate promoting the comprehensive demonstration work of e-commerce entering rural areas. The demonstration county becomes the bellwether in leading the e-commerce development in rural areas. 93.2% of demonstration counties were in the central western region and 52.6% of demonstration counties were national-level poverty-stricken counties. In the first half of this year, the network retail sales of 496 demonstration counties reached 169.94 billion yuan, with an increase of 45.4% year on year, 7.3 percentage points higher than the growth of rural areas. Less than one quarter of demonstration counties contributed about one third of network retail sales of rural areas.

In the first half of this year, the entity-oriented and service-oriented network retail sales of demonstration counties reached 98 billion yuan and 71.9 billion yuan, with an increase of 41.5% and 51% year on year respectively. The service-oriented network retail sales increased rapidly. The products, brand competitiveness and marketing capability of demonstration counties were strengthened remarkably.

Fifthly, the effects of poverty relief of e-commerce were obvious. In the first half of this year, the network retail sales of 832 national-level poverty counties reached 53.28 billion yuan, with an increase of 60.1% year on year, 22.1 percentage points higher than the growth of rural areas. The network retail sales of 261 national-level poverty counties of demonstration counties reached 34.34 billion yuan, with an increase of 67.7% year on year and the average network retail sales reached 130 million yuan, 2.2 times over the average network retail sales of the national-level poverty counties. The effects of poverty relief of e-commerce were obvious.

4. Examination and Evaluation of Comprehensive Development Level of National Economic and Technological Development Zone of 2016

Recently, MOFCOM has firstly completed the comprehensive and systematic examination and evaluation of 219 national economic and technological development zones. We conduct examination and evaluation on the comprehensive development level of national economic and technological development zones from five aspects such as industrial basis, scientific innovation, regional drive, ecologically environmental protection and administrative efficacy. This is an important measure of MOFCOM to carry out and implement the significant deployment of the Central Party Committee and the State Council, and guide the national economic and technological development zones to practice new development concept and promote the innovative transformation.

The result of this examination and evaluation shows that as the bellwether and test field of reform and opening up, the comprehensive strength and innovation capacity of the national economic and technological development zones obtained considerable progress, the radiation driving effect was strengthened obviously. The five highlights are as follows:

Firstly, the industry accumulated development strength. The gross regional domestic product of national economic and technological development zone accounted for 11% of the nation and the import and export trade volume accounting for 20% of the national total.

Secondly, the innovation-driven feature was distinct. The national economic and technological development zone possessed 11,000 new high-tech enterprises, accounting for 14.4% of the whole country, almost 58,000 research and development organizations at or above the provincial level, more than 150 incubators and mass entrepreneurial space, 64,000 patents for invention, accounting for 20% of the nation’s total amount and more than 360 research and development centers or headquarter centers which were established or invested by the Global 500 in the national-level economic and technological development zone.

Thirdly, the regional economy enjoyed interactive development. The national-level economic and technological development zone realized a tax revenue of 1.2 trillion yuan, accounting for 17.7% of their host regions and cities, the newly registered enterprises reached 212,000, the production value of high-tech manufacturing industry above the state designated scale was 4,3 trillion yuan, the value added of tertiary industry was 2 trillion yuan, accounting for 40.4% and 8.9% of the host prefecture city’s total amount.

Fourthly, the effect of ecologically environmental protection was obvious. The comprehensive energy consumption of national-level economic and technological development zones accounted for 8% of the national amount and the consumption of fresh water accounted for 0.92% of the national total too. The rate of multipurpose utilization of industrial solid wasters of 172 economic and technological development zones exceeded 90%, among which 35 of them reached 100%. The chemical oxygen demand, sulfur dioxide, nitric oxide and ammonia nitrogen discharge value of unit output value were all better than the average level of the region.

Fifthly, the administrative efficacy was constantly improved. Among 219 national-level economic and technological development zones, 87% of them, namely 191, establish the on-line approval platform of one-stop government affairs service center, 79% of them, namely 173, set up safety production organizations, and 52% of them, namely 114, passed the ISO9001 quality control authentication.

This examination and evaluation plays the role of detector and baton. MOFCOM customized the notifications of examination and evaluation result of every national-level economic and technological development zone. In fact, it is also a “medical examination report”, not only pointing out advantages, but also shortages. It can guide every national-level economic and technological development zone to adopt the targeted measures and promote the transformation and upgrading as well as the innovative development.

At present, the evaluation and examination work of comprehensive development level of national-level economic and technological development zone of 2017 has been launched.
