MOFCOM released announcement No.3 of 2017 on January 19, which is the preliminary ruling on the anti-dumping investigation against the vinylidene chloride - vinyl chloride copolymer resin imported from Japan.
MOFCOM made preliminary ruling that dumping existed in the vinylidene chloride - vinyl chloride copolymer resin imported from Japan, Chinese domestic industries were substantially damaged and there was causal relationship between the dumping and the substantive damages, deciding to conduct temporary anti-dumping measures against the vinylidene chloride - vinyl chloride copolymer resin imported from Japan in the form of cash deposit. According to the ruling, from January 20, 2017, importers when importing the vinylidene chloride - vinyl chloride copolymer resin originating in Japan should hand in responding cash deposit to the Customs of People’s Republic of China in line with the degree of dumping (47.1%) confirmed.
The above product is listed under NO.39045000 of Customs Import and Export Tariff of the People's Republic of China. Other products under the same term like Vinylidene chloride - methacrylate copolymer resin, Vinylidene chloride - acrylonitrile copolymer resin and PVDC were not included in the investigation.
